I have used the list settings to reindex the list and in the site settings for offline search but nothing seems to resolve this issue. I tried the most common issues like: permissions, reindexing, offline search, etc.

If so then yes - there's only one SharePoint server (has all roles) and the affected users can access the SharePoint app, open files, etc. fine - the only thing that seems to not be working is the search.
